PMU Detailed Establishment

The Department has a compliment of four (4) staff members comprising:

  1.    1 X Deputy Director who reports directly to the Permanent Secretary.
  2.    3 X Procurement Officers who report to the Deputy Director PMU.

 

PMU Functions

  • Plan the procurement activities of the Procuring entity.
  • Secure the adoption of the appropriate method of procurement.
  • Prepare bid documents in compliance with provisions in or under the Act for the design of contract specifications and the evaluation criteria.
  • Prepare bid notices and shortlist.
  • Manage bid processes, including pre-bid meetings, clarifications and the receipt and opening of bids.
  • Manage the evaluation of bids and any post qualification negotiations required.

PMU Background

The Department of the Procurement Management Unit (PMU) was established in 2018. Before its establishment, its functions were previously incorporated under the Finance and Administration department under the Administration Section. The Unit derives its mandate from the Public Procurement and Disposal of Public Assets (PPDPA) Act, Chapter 22:23 as well as the Regulations under the same Act. The major thrust for the Department is to manage all the Ministry’s procurement activities in accordance with the PPDPA Act.
